The Office of Construction has investigated the use of webcam systems and determined that significant benefits in the areas of construction management, dispute avoidance/resolution and public relations can be obtained through the use of this technology on construction contracts. The webcam system shall be installed and operated in accordance with the Policy for Operation of Webcam Systems on Construction Contracts. Webcam systems consist of all-weather, high definition cameras that are placed in strategic locations to capture high-resolution digital still images at a set time interval and upload the still images to a secure, password-protected website. The still images are stored on the website in chronological order and can be viewed over the Internet by those granted access. Upon completion of the contract, the Department receives a copy of the images as a record.
