The special specification was created to provide an appropriate subbase mix design for natural material from Long Island or Staten Island to achieve a product that provides both drainage, to extend the life of the roadway system, and stiffness characteristics, to support the traffic under cyclic loading.
The special specification was revised to clarify the intent. The existing special specification listed requirements for natural material and Reclaimed Asphalt Pavement (RAP), which some interpreted as the only material that was acceptable. The intent of the special specification was to allow the use of all TYPE_s of material as listed in the Standard Specification, which includes both natural and recycled materials. However, when natural material obtained from sources located in Long Island or Staten Island, an appropriate subbase mix design created for that material is applied as a substitution for the gradation listed in Table 304-1.
The special specification was also revised to eliminate the conditions imposed for RAP, which are now part of the Standard Specifications.
